If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.As a Front Line Manager you will:* Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.* Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.* Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.* Give advice, counsel or instruction to employees on work and administrative matters.* Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.* Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.* Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.* Identify developmental and training needs of employees, providing or arranging for needed development and training.* Initiate ways to improve production, work processes and/or to increase the quality of the work directed.* The incumbent oversees the technical and administrative direction of a group of Special Agents and support personnel.* The incumbent supports the overall mission of CI by overseeing program segments concerned with investigations into suspected and/or alleged criminal tax fraud violations and other matters for which the Criminal Investigation Division has investigative responsibility.* As a frontline manager, the incumbent assigns work, holds conferences, briefings and meetings, conducts interviews, monitors and analyzes evidence, and oversees the examination of financial records and criminal investigations.HelpRequirementsConditions of EmploymentSTANDARD POSITION DESCRIPTIONS (SPD):PD96461Visit the IRS SPD Library to access the position descriptions.* Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.* Subject to a 1-year supervisory or managerial probationary period (unless already completed).* Submit to a drug test prior to your appointment and random drug testing while you occupy the position.* Drug test with a negative result required.* The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.* Obtain and use a Government-issued charge card for business-related travel.* Sign a mobility agreement.* Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside.* Complete or have previously completed the at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.* Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.* Agree to work an average of two extra hours per day. Law Enforcement Availability Pay (LEAP) has been approved to compensate for unscheduled duty in excess of the 40-hour workweek.* Temporary NTE 1 Year, may be extended, may be made permanent.* Relocation expenses - Yes, moving expenses are authorized if the temporary limitations are removed.* Travel and Per Diem are authorized while the positions are temporary.QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.You must meet the following requirements by the closing date of this announcement:SPECIALIZED EXPERIENCE IR 04: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.ANDIn addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of accounting and investigation principles and techniques and the ability to apply them to the planning and reviewing of tax evasion investigations; Knowledge of IRS policies, procedures, and guidelines concerning Criminal Investigation, the use of firearms, and the use of force; Ability to plan, organize, coordinate, and direct the work of special agents, and to provide instruction and guidance to agents with respect to policies, procedures, techniques, analysis, and strategies during the course of investigations; Ability to meet and deal effectively with officers and employees of the Service and other agencies as well as taxpayers as required; and Ability to provide clear, logical, and concise oral and written reports as required. If selection, you must also be able to periodically qualify with firearms, as well. Much of the knowledge described above can be acquired only through extensive field experience as a GS-1811 Criminal Investigator.
