Job Description:
SummaryThe Lead Project Engineer specialty supports the Energy
Services Division in achieving the Business Unit's goals to improve
energy efficiency and stimulate new energy technologies in New York
State through physical projects. #LI-JP1Responsibilities
- Represent NYPA at town, school board, city, state, and other
official meetings to promote participation in the Energy Services
Programs including development and delivery of presentations
outlining the program offerings.
- Represent NYPA at customer meetings, design meetings,
contractor walk through, and presentations to customers.
- Prepare engineering calculations, estimates, and cost analyses
for feasibility/audit reports.
- Manage and implement multiple lighting, HVAC, controls and
building envelope energy conservation projects and new project
development concurrently.
- Project responsibility canrange from10-20 projects depending on
scope. Projects arecomplex in nature and supervision from
Management is typically high level updates or support on less
routine scenarios
- Prepare specifications and design drawings as required.
- Develop customer installation commitment documents including
cost recovery agreements requiring the development of economic
analyses and engineering specifications.
- Coordinate major projects across multiple engineering
disciplines. Track and prepare status reports for all assigned
projects.
- Evaluate project scope, review feasibility reports, make
presentations and recommendations, develop design documents and
specifications, evaluate bid results, and make recommendations for
contract award.
- Develop and verify engineering, labor and material bid
specifications provided by staff and implementation
contractors.
- Ensure that all design, code, licensing and operating and
maintenance requirements are met.
- Supervise project activities for technical content, accuracy,
cost control and schedule.
- Supervise and coordinate the work of less senior engineers and
contractors and consultants in a particular area of program focus
and activity.
- Develop and evaluate plans and criteria for a variety of
projects and activities.
- Assesses the feasibility and soundness of the proposed
engineering evaluation tests or equipment. Develop and implement
new and creative ways to move project forward to successful
implementation. solve problems related to customer bill savings,
design and construction issues. negotiate change orders to
construction and services contracts.
- Develop and verify all financial and billing documentation
relating to savings calculations supporting the cost-effective
direct install projects.
- Ensure that all financial resources expended by NYPA are fully
recovered from each program participant. Evaluate all change order
claims and payment invoices, while working as a team member with
other engineers inside and outside of NYPA to develop the most
cost-effective project designs. .
- Coordinate activities between contractors / consultants /
equipment vendors / customers to provide project construction
quality assurance in adherence to project specifications and
compliance to state and local codes..
- Comply and enforce the compliance of hazardous material
handling, safety and environmental procedures.
- Keep abreast of the latest technological developments, products
and revisions to the NYPA project input parameters (electric
Production and Delivery rates, Interest During Construction (IDC),
financing term, discount rate, Gross Receipt Taxes (GRT), Contracts
Environmental and Bond counsel)
- Provide technical leadership across NYPA in the areas of
expertise: Project Management, electric transformer vaults; utility
service rate analyses (gas & electric), energy analysis, utility
interconnections, life cycle cost analysis, NYPA contracts, project
financing strategies, and energy systems and controls.Knowledge,
Skills and Abilities
- Proficient with state-of-the-art engineering and analytical
techniques and energy conservation and power conversion
technologies is required.
- Proficient with basic accounting procedures and
principles.
- In-depth knowledge of building mechanical and electrical
systems as well as chillers, boilers, HVAC and building envelope is
required. Incumbent must be an expert in local/state code
requirements.
- Solid understanding of the electric utility and energy services
industries
- Broad technical knowledge across multiple engineering
disciplines. Background experience with engineering consultants and
labor contractors.
- Thorough understanding of NYPA's policies, operations,
procedures and business objectives as well as those of the
customers and understanding of the Authority's interaction with
other utilities regulatory agencies and customers is
desirable.
- Excellent interpersonal skills and good verbal communication
skills. Incumbent must possess the ability to organize information
and effectively present ideas to the intended audience.
- In-depth knowledge of NYPA policies and business resource
management is desirable
- Strong project management skills are required, team oriented
approach to project management is required to plan, execute and
complete multiple projects on time and within budgeted
allowance.
- Ability to provide guidance / direction to less senior
engineers.
- Demonstrated high level of personal motivation, creativity,
foresight and good judgment.
- Strong negotiating skills to professionally and respectfully
resolve disputes with contactors and customers with outcomes that
are in the best interest in the Power Authority and its
customers.
- Strong managerial skills.Education, Experience and
Certifications
- Bachelor's degree in Mechanical, Electrical Engineering or
related engineering discipline.
- Master's degree in an engineering, scientific or business
discipline preferred.
- Minimum 9 years of related Engineering experience.
- Supervisory or team lead experience preferred.
- Demonstrated experience and in-depth knowledge in Project
Management multi discipline engineering
- NYS Professional Engineering (PE) license or an Association of
Energy Engineers Certified Energy Manager (CEM) certification.
- Professional certifications such as Project Management
Professional Certification (PMP) or Certified Energy Manager (CEM),
or an advanced degree in an engineering, scientific or business
discipline preferredPhysical Requirements
- Approximately 40% - 60% travel primarily within NY State
increasing with increased responsibility
- Ability to access all areas of the site and conduct physical
evaluations of grounds and equipment including ability to climb and
work at high elevations, walk a significant distance, sometimes on
uneven ground, and occasional minor lifting.
- Availability to work outside of normal business hours
