Job Description:


The Director of Civil/Structural Engineering manages and coordinates the activities of the Civil/Structural Engineering group, delivering quality engineering work, on schedule, within budget, and to stakeholders' satisfaction.

The Director of Civil/Structural Engineering provides consultation and design approval for new construction and proposed modifications to the Authority's dams, roads, bridges, tunnels, reservoirs, power plants, buildings, parking garages, water supply, control gates, and other structures required for power generation and transmission of electricity.


  • Lead and manage a centralized engineering team with a staff knowledgeable in civil, structural, hydraulics/hydrology and geotechnical engineering. Maintain team commitment to customer satisfaction, cost effectiveness, stakeholder collaboration and professional excellence.
  • Execute NYPA's Dam Safety Program Policy (O-ENG-20-000) and fulfill the responsibilities of the designated Dam Safety Engineer. Promote a culture of dam safety throughout the entire organization. Chair NYPA's Dam Safety and Civil Works Committee.
  • Motivate and mentor staff and to improve leadership skills. Promote the role of technical leadership across the business unit.
  • Review performance of subordinates; establish work performance goals and review progress during each appraisal period. Recommend staff additions, promotions, salary increases, and manage related budget.
  • Prioritize and schedule active tasks in coordination with overall objectives established by VP Engineering. Participate in annual budgeting, high level planning and setting of compliance milestones.
  • Provide flexible response to emerging issues, and provide emergency support when needed in order to keep plants operating safely.
  • Provide staff with professional development opportunities through appropriate educational courses, professional society activities, and training.
  • Provide complete engineering services from inspection, feasibility studies, concept development, analysis, and design to preparation of detailed construction drawings and specifications. Ensure that staff interfaces with other engineering disciplines, support groups and end users to achieve technically integrated designs.
  • Procure and maintain a stable of on-call engineering consulting firms who can provide supplemental technical services when engineering requirements are beyond the engineering resources of existing Authority manpower, or during emergencies when Authority staff is not immediately available. Oversee preparation of selection justification memoranda for Trustee approval.
  • Supervise and approve civil/structural design documents in accordance with NYS Education Law.
  • Oversee 18CFR Part 12D Independent Consultant Safety Inspections and review of the Potential Failure Mode Analyses (PFMA) for NYPA's six facilities with high hazard dams.
  • Oversee the dam safety monitoring program and certify suitability of dams for safe operation annually.
  • Maintain professional working relationships with outside organizations including, but not limited to, the following:
  • Federal Energy Regulatory Commission (FERC) for purpose of coordination of operations, dam safety & license compliance inspections of NYPA facilities and for emergency action planning in event of dam failure
  • Joint Works Committee for the purpose of coordinating civil works and dam safety improvements at STL and NIA Projects
  • CEATI Dam Safety Interest Group to identify strategic issues & topics for potential research and development in area of dam safety
  • United States Society on Dams, Association of State Dam Safety Officials, American Society of Civil Engineers & National Hydropower Association to maintain Authority's state-of-the-practice goals regarding issues of dam safety, license compliance, emergency action planning and operations of hydro plants

Knowledge, Skills and Abilities

  • Exceptional communication, negotiation, influencing and presentation skills.
  • Strong managerial and interpersonal skills, and the ability to work with various functional groups.
  • Extensive technical/professional knowledge in area of specialty acquired through progressively responsible experience.
  • Thorough understanding of codes, standards, regulations and construction processes, particularly within the utility industry.
  • Ability to represent NYPA and maintain liaison with individuals, related organizations, and regulatory agencies.
  • Demonstrated ability to plan and lead complex multi-discipline engineering projects with Commercial/financial awareness.
  • Demonstrated abilities that illustrate initiative, problem-solving, adaptability and planning.
  • Awareness of changes and advancement in the utility industry.
  • Ability to apply appropriate monitoring and control mechanisms.
  • Ability and willingness to mentor others in support of NYPA's succession planning efforts.

Education, Experience and Certifications

  • Bachelor of Science in Engineering, preferably in Civil Engineering
  • Master's degree, preferred
  • New York State registered Professional Engineer required
  • Minimum 15 years progressively responsible engineering experience, preferably in the utility industry
  • Civil Engineering experience, required
  • Minimum 3 years experience in a management role, preferred

Physical Requirements

  • Ability to access all areas of the plant including ability to climb and work at high elevations and in confined spaces; ability to walk a significant distance, sometimes on uneven ground.
  • Approximately 25% travel, primarily within NY State
