Summary

The Director Asset & Maintenance Management is responsible for the development and maintenance of asset management, asset maintenance, and asset performance standards and governance. The Director is responsible for supervision of the Reliability Centered Maintenance Program Manager and Asset Maintenance Management personnel, and monitors the work performed by NYPA staff and consultants to verify quality and feasibility and to manage project timelines and work streams.

The Director Asset & Maintenance Management is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of:

  • NYPA's North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies CP 10-4 and CP 2-9.
  • NYPA's Asset Management Policy Company Policy CP 1 XX-X.

The Director Asset & Maintenance Management is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Asset Management Policy Company Policy CP XX-X,

Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards. The Director Asset & Maintenance Management is identified in NYPA's NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Utility Operations Business Unit policy O-TC-01-000 NERC and NPCC Reliability Standards Compliance Program and procedure O-TC-01-005 Compliance Responsibility.

Responsibilities

  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority's (NYPA's) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA's Asset Management Policy and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9. Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.
  • Establish, maintain, and monitor compliance of asset maintenance and asset performance policies and standards.
  • Collaborate to support the development and implementation of Improvement Activities, and organizational alignment with the Asset Management System, as set out in the Strategic Asset Management Plan. Also collaborate in the promotion and delivery of activities as set out in the Strategic Asset Management communication plan.
  • Work across departments to embed asset management / asset maintenance best practices to expand the Asset Management System, including developing and maintaining: Strategy for Assets in NYPA's Strategic Asset Management Plan (SAMP), Asset Maintenance Manual (AMM), Corporate Asset Management Plan (CAMP), asset maintenance strategy as well as asset management and asset performance standards.
  • Close collaboration across departments and operating facilities to implement Reliability Centered Maintenance.
  • Collaborate with OPMG to track enterprise Operations investments in the Corporate Asset Management Plan, and to ensure capital projects follow the Capital Investment Process; particularly for whole life costs and turnover.
  • Implement and embed new maintenance / performance practices and procedures and to ensure the Asset Lifecycle Methodology is employed, including support of the business cases for appropriate new RAMS-related roles and tools.
  • Coordinate closely with other functions (including Operations, Finance, Corporate Strategy, Enterprise Resilience) to promote and lead the development and implementation of risk-based and fact-based methodologies for asset life cycle analysis and decision making.
  • Support Regional Management with the production of their Regional Business Plans, and site asset improvements.
  • This position has the potential to have a direct role in emergency preparedness, incident management or response and as such will require training in the National Incident Management System (NIMS).

Knowledge, Skills and Abilities

  • Demonstrated leadership skills in areas of change management.
  • Ability to analyze technical information.
  • Ability to analyze financial information, including budgets (capital and O&M), investment analysis (cost/benefit, ROI, etc.) and life-cycle costs.
  • Demonstrated leadership in asset management role within the electric utility industry.
  • Solid understanding of maintenance and asset performance, including RCM / FMEA.
  • Proactive in outreach among peers and the industry to maintain best-in-class asset management and maintenance standards.
  • Strong oral and written skills with the ability to deal persuasively with individuals at multiple levels, to think strategically and present an integrated, properly formatted end-to-end story with concise data analysis.
  • Solid understanding of NERC/NPCC compliance requirements.
  • Solid understanding of the financial and operational impact of maintenance decisions.
  • Solid understanding of regional business and technical requirements/challenges.
  • Organized and detail-oriented with the ability to manage multiple projects from the Asset Management Office/Strategic Operations.
  • Working knowledge of ISO 55000 and other standards related to Asset Management are required.
  • Ability to work collaboratively and as part of a team.

Education, Experience and Certifications

  • 8 years of successful experience in a related field such as Maintenance, Operations, or Engineering.
  • Bachelors degree required, Engineering or Business preferred
  • Master's degree preferred.
  • Institute of Asset Management certification preferred.
  • Experience with Enterprise Asset Management Systems required (MAXIMO and APM preferred)

Physical Requirements

30% travel throughout NY State
