Westchester bought the 360-acre John Hartford estate in Valhalla
and designated 218 acres for the community college. Westchester

affects the lives of all who enter its doors.Job Description:Under
the general supervision of the Vice President (Administrative
Services) and the Assistant Vice President (Comptroller), the
Manager of Fiscal Operations (WCC) participates and assists in the
direction, coordination and implementation of short and long range
fiscal policies, programs and procedures in an assigned area of the
management of fiscal operations of Westchester Community College,
monthly, quarterly and year-end financial close, forecasts and
projections, grant analysis, capital project analysis, reserve
analysis, year-end accruals and adjustments, working with NYS and
independent auditors, and preparation of financial statements.
Supervision is exercised over professional and technical staff.The
successful candidate:
- Manages and coordinates assigned areas of fiscal operation of
the college such as accounts payable; budget; general accounting;
revenue accounting, grant reporting and accounting, capital
projects reporting, etc. by supervising, planning and implementing
financial policy and procedure;
- Serves as an integral role in the preparation and compilation
of the college's year end closing and annual financial audits,
including conferring with auditors on financial and operational
matters;
- Ensures that methods used in accounting, budgeting, auditing
and analysis are consistent with college, county and SUNY policies
and procedures and in compliance with regulatory standards;
- Supervises and/or participates in preparing financial and
statistical statements which include revenue and expense reports,
operational status reports, cash flow management and cost control
procedures;
- Establishes, modifies, and maintain financial management
systems to ensure effective reporting;
- Keeps abreast of any changes in standards with defined areas
such as accounting, budgeting, finance, auditing and analysis to
convey information, and procedural changes to team;
- Evaluates financial and statistical reports to plan for short
and long term operational needs;
- Manages and prepares the departmental budget by coordinating
the compilation and reporting of data, evaluating data and updating
monthly forecasts;
- Maintains effectual communication with team to effectively
monitor expenditures, and in preparing the annual budget;
- Provides essential information regarding financial policies and
procedures to departmental managers and personnel to maintain
consistency in relation to overall operations of the College, and
acts as a departmental representative on matters relating to fiscal
operations;
- All other duties, as assigned.Requirements:REQUIRED
QUALIFICATIONS: The successful candidate must possess one of the
following:(a) Bachelor's degree in Accounting, Business
Administration, Finance, Economics or a closely related field,
including the satisfactory completion of 12 credits in Accounting,
and six years of experience in financial operations, three years of
which must have been in a supervisory capacity; OR(b) Master's
degree in one of the aforementioned fields, including satisfactory
completion of 12 credits in Accounting, and five years of
experience as defined in (a), three years of which must have been
in a supervisory capacity.The successful candidate must possess
thorough knowledge of modern accounting and auditing theory and
practice; thorough knowledge of financial accounting, cost
accounting, and budgetary procedures; thorough knowledge of
financial management information systems and controls required;
thorough knowledge of office procedures and practices; working
knowledge of applicable Federal, State and local laws and
regulations; the ability to plan and direct the work of a
substantial number of employees; the ability to organize and
initiate accounting systems for new programs. They must also
possess the ability to communicate effectively, both orally and in
writing. The ability to establish and maintain effective working
relationships and use computer applications is required. Experience
with ERP finance applications and advanced spreadsheet capabilities
are also required. All candidates must have evidence of

and evidence of equity-minded practice in all college policies,
practices and personnel.Additional Information:POSITION EFFECTIVE:
The position will remain open until filled.SALARY & BENEFITS: The
starting salary is $102,151. Additional compensation with seniority
steps maximize at a salary of $157,702. Benefits include
