Job Description:
SummaryThe Utility Operations organization has instilled an
Asset Management-centric mindset throughout the organization to
optimize the lifecycle operation of NYPA---s assets. In support of
this the Operations Portfolio Management group has developed a
gated decision-making framework for all investment in NYPA---s
existing infrastructure and growth or improvement opportunities
across the system. This process provides the company prioritized
workflow and an optimized portfolio of work, in addition to a
governed progression of any given proposal across the lifecycle of
the asset. All components of a project lifecycle including
development, planning, implementation, performance, and close-out
are closely monitored and continued alignment with corporate
strategies and financial, schedule, and risk targets are
maintained.The Portfolio Manager II role is responsible for
organizing and coordinating all Project Controls, Governance,
Reporting, and Analysis activities associated with
generation/transmission portfolios of work within Utility
Operations. These portfolios each involve hundreds of millions of
dollars and have substantial input from external contractors
helping to support those programs.ResponsibilitiesEnsure creation
and maintenance a 10-year portfolio planResponsible for portfolio
alignment with organizational asset investment strategies,
financial targets, and corporate metrics.Responsible for ensuring
yearly budget is completed for the portfolioLead and evaluate 4-5
direct reports.Day-to-day supervision of schedulers and cost
control analysts for the portfolio, ensuring all Project Controls
activities are in accordance with industry best practice as well as
procedural documentation, including but not limited to:Accountable
for developing and maintaining Project Schedule templates ensuring
that NYPA standards and requirements are maintained.Accountable for
ensuring that preliminary schedules are created in line with the
governance process and subsequently updated on a monthly basis for
the duration of the project.Accountable for establishing and
maintaining P6 coding structure and ensures team is applying codes
correctly and consistently.Responsible for technical review of all
project cost and schedule baselines, and accountable for ensuring
all projects are maintained with an accurate and relevant
baseline.Responsible for technical review and incorporation of all
3rd party schedules submitted to NYPA, maintaining consistency with
the reporting needs of the portfolio.Accountable for ensuring
tracking of project commitments to ensure projects remain within
fiduciary constraints.Accountable for coordination and tracking of
project accruals.Ensure project costs are in alignment with project
schedules.Accountable for creation and maintenance of End-of-Year
cost forecasts on a monthly basis.Ensure project lifecycle
forecasts are incorporated into the project planning
mechanism(s).Ensure all internal resources associated with projects
are applied, balanced and tracked accordingly as work
progresses.Accountable for all project schedulers and cost control
personnel and division of workResponsible for resource planning of,
and acts as main point of contact for, outsourced Project Controls
personnel and reports.Responsible for overall portfolio control,
including change management related to emergent or unplanned
projects, deferral of work, revisions to forecasts, etc.Knowledge,
Skills and AbilitiesThorough understanding of project/program
management techniques and methods.Excellent working knowledge of
Project Controls techniques and methods with the ability to train
individuals on Project Controls best practice.Excellent knowledge
of performance evaluation and change management
principles.Outstandng leadership, organizational and presentation
skills.Excellent interpersonal skills and ability to work with
diverse personality types.Demonstrated strong analytical and
problem-solving skills with a high attention to detail.Ability to
understand technical issues at a high level when collaborating with
engineers and other technical specialists.Results driven ---
ability to hold team members accountable, by keeping team engaged
and on task and working collaboratively.Self-confidence to be
assertive when taking a position and constructively resolve
differences and build consensus among partners.Comfortable working
in a ---matrix-type--- structure with relatively little initial
guidance.Ability to make recommendations and inspire change across
multiple levels of the organization --- from individual engineers
and program managers to business unit leaders. A ---self-starter---
approach to tackle a range of issues is essential.Education,
Experience and CertificationsBachelor---s Degree (B.A/B.S) in
Management, Engineering or related field.Advanced specialty degree
or Master of Business Administration (MBA) degree from a school
accredited by the ABET.Minimum 9 years of work experience in
related field.Minimum 5 years experience working within a Project
Management/Controls environment.Prior experience providing work
direction to a team.Project Management Professional (PMP), AACE, or
similar certification, preferred.Physical RequirementsApproximately
25% travel primarily within NY StateAbility to sit at a desk and
